Whistleblowing Policy

1. Purpose of This Policy

Radical Outreach is committed to the highest standards of integrity, accountability, and ethical behavior. This Whistleblowing Policy provides a clear and safe process for individuals to report concerns about improper conduct within the organization.

The purpose of this policy is to:

  • Encourage staff, volunteers, partners, and stakeholders to speak up
  • Promote transparency and accountability
  • Protect the organization and the communities we serve
  • Ensure reports are handled promptly, fairly, and confidentially


2. Scope

This policy applies to:

  • All employees (full-time, part-time, and temporary)
  • Volunteers  and interns
  • Board members
  • Contractors and consultants
  • Partner ministries and affiliates
  • Anyone representing or acting on behalf of Radical Outreach


This policy covers concerns occurring in the United States or in any international location where Radical Outreach operates.


3. What Should Be Reported?

Whistleblowers are encouraged to report any suspected:


3.1 Misconduct

  • Abuse of authority
  • Gross mismanagement
  • Violations of safeguarding protocols
  • Conflicts of interest


3.2 Fraud or Financial Misconduct

  • Theft or misuse of funds
  • False reporting or documentation
  • Accepting or offering bribes or kickbacks
  • Misrepresentation of donor funds


3.3 Unethical Behavior

  • Deception, dishonesty, or breach of trust
  • Exploitation of vulnerable individuals
  • Harassment, bullying, or discrimination
  • Actions inconsistent with Radical Outreach’s mission or Christian values


3.4 Policy Violations

  • Breaches of organizational policies
  • Breaches of legal or regulatory requirements
  • Violations of the Code of Conduct


This policy does not replace standard HR grievance procedures for interpersonal conflicts unless wrongdoing is suspected.


4. Confidential Reporting Channels

Reports may be submitted confidentially or anonymously to:

We encourage individuals to provide as much detail as possible to support a thorough investigation.


5. Confidentiality & Protection

Radical Outreach is committed to protecting whistleblowers.


5.1 Confidentiality

All reports will be handled:

  • With strict confidentiality
  • Shared only with those necessary for investigation
  • Stored securely and separately from personnel files


5.2 Protection from Retaliation

Retaliation is strictly prohibited.
This includes:

  • Firing or demotion
  • Harassment or intimidation
  • Reduction in duties or opportunities
  • Any adverse treatment because of reporting


Any individual who retaliates against a whistleblower may face disciplinary action, including termination or removal from service.

5.3 Good Faith Requirement

Whistleblowers must report concerns in good faith.

False accusations made maliciously may result in disciplinary action.


6. Investigation Process


6.1 Initial Assessment

Upon receiving a report:

  • The complaint will be acknowledged within 10 business days
  • A preliminary review will determine whether a formal investigation is necessary


6.2 Formal Investigation

If warranted, an investigation may include:

  • Interviews with involved parties
  • Review of documents or evidence
  • Consultation with legal or safeguarding advisors
  • Coordination with law enforcement when required


6.3 Outcome & Resolution

At the conclusion of the investigation:

  • Findings will be documented
  • Corrective actions will be implemented, if necessary
  • The whistleblower (if known) will be informed that the investigation is      complete


Details may be withheld to protect confidentiality or legal requirements.


7. Responsibilities


7.1 Employees, Volunteers & Partners

Must:

  • Report concerns promptly
  • Cooperate with investigations
  • Maintain confidentiality


7.2 Leadership & Board Members

Must:

  • Protect whistleblowers from retaliation
  • Ensure transparent investigations
  • Uphold legal and ethical standards
  • Take appropriate corrective action


8. No Personal Liability

Whistleblowers acting in good faith will not face disciplinary action, legal consequences, or loss of status, even if the report is later found to be unsubstantiated.



9. Policy Review

This policy will be reviewed annually by the Board of Directors to ensure compliance with U.S. nonprofit standards and international best practices.
